William ("Bud") Clatanoff
Senior Advisor
William (“Bud”) Clatanoff is a Senior Advisor of Fontheim International, LLC. Mr. Clatanoff is a labor economist with a distinguished international career. He is an expert in the analysis of labor markets and labor institutions, and in the application of that analysis to policy decisions.
Prior to joining the firm, Mr. Clatanoff served as the first Assistant U.S. Trade Representative for Labor, playing a key role in the development and implementation of United States Government policy linking trade liberalization with the protection of internationally recognized worker rights. This included significant Congressional interactions during the drafting and consideration of the labor provisions of the Bipartisan Trade Promotion Authority Act of 2002 (TPA), and of U.S. free trade agreements with Chile, Singapore, Morocco, and Bahrain, as well as the Dominican Republic and Central America Free Trade Agreement (CAFTA).
In 2003, Mr. Clatanoff served as an advisor to the Iraqi Ministry of Labor and Social Affairs for the Coalition Provisional Authority, working as part of a small team that was asked to help rebuild and reinvent the Iraqi Ministry of Labor and Social Affairs.
From 1996 to 2001, Mr. Clatanoff was Counselor for Labor Affairs to the U.S. Embassy Tokyo where he analyzed Japanese labor markets, labor laws, and labor organizations, identifying economic and political events impacting U.S. policy interests. For these efforts, Mr. Clatanoff received the U.S. Department of State’s Superior Honor Award.
Mr. Clatanoff has held various positions at the International Labor Organization (ILO) and Department of Labor (DoL).
Mr. Clatanoff received an A.B. in Economics and Business from Duke University and an M.A. in Economics from the University of Maryland.
